Datasets don't include placeholders for missing hours/days

Several datasets skip missing dates/times which can make the data cumbersome in processing. This is more of a feature request than a bug but hopeful it can be addressed to make the datasets more easy to work with. I notice this a lot with MOTI and FLNRO data.
