Any bottles that depend on protobuf will be invalidated when Homebrew/homebrew-core#98436 is merged. Similar to #1728

• Rebuild ignition-msgs*
  • Rebuild ignition-msgs8 for protobuf #1958
  • gz-msgs5: rebuild after protobuf bump #1960
  • ignition-msgs1: rebuild after protobuf bump #1962
• Rebuild dependents by collection
  • Rebuild fortress bottles after protobuf bump. #1959
  • Rebuild citadel bottles after protobuf bump #1963
    • gazebo11: revision bump rebuild after protobuf #1964
  • gazebo9: revision bump after protobuf #1965
