Handling failed invitations

@cunla: I noticed we have three failed invitations and one pending invitation.

As far as I remember, an invitation expires after a week. What should we do if it is not accepted?

I think we should probably keep the issue with the new member request open until the member accepts the invitation.
We can close the issue (1) once they accept the invitation or (2) remove them if the invitation expires.

@Stormheg: I'd keep it as it is. Close the issue once an invitation is issued through terraform.

For expired invitations, I'd suggest we have them open an admin request issue OR a comment on the original (closed) membership request issue. We can then manually reissue the invitation.

@tim-schilling: Thanks for raising this Daniel! I saw this happen, but ignored it.

I like Storm's resolution ideas if the requestor notices. But we probably want to clean it up once in a while. If a person hasn't joined in 3 months, I'd be good removing them. I could go as low as 1 month even. Though the invite expires after a week.

We could build an action that checks the expired invites, finds the recent issue and makes a comment. I don't think this is important at all though and would simply be a thing to do if a person wants to build a script.
