Add script management to quali rest api

Quali API is delightful but could use some new features.

We should be able to add and remove blueprint and resource scripts by api. We should also be able to attach resource scripts to drivers and add parameters by api.

Right now the only way to do something similarly is with the packaging api or hacking together a blueprint package. This is not a good place to be for automation.

The long term roadmap is to allow the blueprints to be YAML files in the customer's Git repository and point to their automation scripts. The files can be edited as needed including the automation scripts.
