We need to be able to run a new shell and then roll back to an older shell if an issue is discovered.
This is currently not supported. We do not need cloudshell to provide the older version, just allow it.
I think this is due to blueprints having minimum required version for the shells they use, but we do not want that feature. This puts us in a place where we don't want to use versions in cloudshell at all, which is bad.
This is related to #564: ability-to-back-up-and-restore-driver-versions but does not duplicate.
I basically want an option to have cloudshell not enforce version limits. Cloudshell does not know when versions matter so leave it to the admins.
