Smart contract deployment transaction always pending

I tried to deploy a smart contract on HashKey Chain testnet. But this transaction is always pending, and can not be confirmed on the HashKey blockchain. I cannot figure out the reason. I have tried to use very high gas fee, it is still the same. This is the transaction, please help:
