Analyze interop failures and log issues for them

Currently looking at minimal test passage to claim MVP:
interop with openssl client and openssl server:

• interop handshake test failed for server #948
• transfer test passed
• longrtt test passed
• chacha20 test passed
• Investigate interop multiplexing test failed for server #949
• retry test passed
• resumption test passed
• zerortt test is currently unsupported by both quic client and server
• interop http3 test is currently unsupported #950
• blackhole test passed
• interop keyupdate test currently unsupported by our server #951
• ecn test currently unsupported
• Investigate interop amplification limit test failed #952
• try to run interop handshakeloss test currently unsupported #953
• transferloss test passed
• try run interop handshake corruption test current unsupported #954
• transfercorruption test passed
• ipv6 test failed #955
• v2 test currently unsupported
• quic interop resumption test is failing #962

Additionally, our throughput on the goodput test is 9366 kbps while our crosstraffic test is 2301 kbps, which is probably good for MVP

Note: zerortt, ecn and v2 tests are not required for MVP, and can likely be skipped

Additional note: The chrome only preforms the http3 test as a client, and it fails for the same reason the openssl-openssl http3 test above does (see associated issue)
