CP: with stored query unable to search for facilities by organization

Should add the ability to search for a facilities belonging to a specific organization.

I think this issue can be extended to not only facilities, but to all the domains (providers, organisations, facilities and service) where there are link to other domains. This can be implemented fairly simply (I think). We could just add to the requestParams to allow the referencing of the id for domains that are linked to the type of record being queried.

Here are the specific queries that I think we should support:

• Facilities should be able to be queried by an organisation reference
• Provider should be able to be queried by an organisation reference
• Providers should be able to be queried by a facility reference
• Providers should be able to be queried by a facility + service reference

I hope this makes sense. Let me know what you think.

We need to figure out how to do the requestParams. Just for now let's keep the facilities request here and the providers in #11 (comment) until we agree. Then we can submit them as one CP. Sound OK?
