Scope: Complete Settings screen redesign with Material Design 3

Current Issues

• Plain Card components without MD3 elevation
• Basic slider not matching MD3 style
• Missing dividers between sections
• No MD3 icon containers

Acceptance Criteria

• SettingsSection uses MD3 ListTile style
• Surface with elevation 0
• MD3 Slider for match threshold
• Proper dividers between sections
• Server status with MD3 chip
