Bulk Download (Two Versions)

Is your feature request related to a problem? Please describe.
As discussed during the call, users are also interested in accessing the original FRA 2025 global dataset, while we currently provide the Latest global dataset. The admin has agreed that we can create a tab in the bulk download section, allowing users to switch between the FRA 2025 dataset and the latest dataset when downloading the global data.

I’m not sure what the downloaded dataset will look like. If a user selects “Include voluntary updates,” will the download contain the full dataset, with relevant country data replaced by the latest voluntary FRA updates? If the user does not select “Include voluntary updates,” will the download only contain the original full FRA 2025 dataset?
