These Packages need manual review..

  • [MAJOR] django-debug-toolbar changes from 4.4.6 to 5.0.1

The django-debug-toolbar major upgrade from v4 to v5 only drops support for Python 3.8, which we no longer run.

[inform] codecov/project is failing, but that unrelated to this PR (overall repo coverage is below the minimum accepted target of 92%).
