Review Logging Messages for Correct Urgency

While working on https://github.com/openedx/edx-drf-extensions/pull/197 we noticed that some of the log messages were currently warning level messages but should probably be `INFO` or even `DEBUG`.  Review the log messages and ensure that their leveling is correct.
