Rawfile Engine
Maintainers met to discuss the LocalPV Rawfile engine. The engine is useful, adding features not in LocalPV HostPath (more control over quotas, and better reporting).
During the OpenEBS Project Improvements initiative, all engines were either modified to meet a standard, or were moved to archive.

Rawfile is the last remaining engine with outstanding work, issues + committment to meet standard.
The outstanding items are:

1. Update the Rawfile codebase, so the OpenEBS engine contains the current version
2. Maintain the issue list, and deal with incoming user issues
3. Be responsive in Slack to user issues and contributor discussions
4. Update the documentation
5. Commit towards the long term goal - rewrite in go/rust
6. Commit towards the long term goal - all local engines (including Rawfile) are combined into a unified engine

Next steps:
@avishnu will invite @semekh to next week's maintainers meeting
Maintainers will review, with @semekh, then maintainers will vote on determination for Rawfile:

a) Commit to investing in Rawfile to meet standard
b) Move to openebs-archive (after a three week community notice period)
