HI ,
I am writing down my own exporte and is exploring how I can start with supporting customized context propagation headers for my exporter.

I do see that opentelemetry-php has already few propagators extension in place to support customized header.
My question since my exporter is not hosted on opentelemtry-php repo as requested in this PR, I would like to support Instana native headers for context propagation.

Can I add the extension to support instana native headers in opentelemetry-php project ?
