Self-Nomination: Component Owner for OracleDB instrumentation

Which library do you want to instrument?

I am planning to add instrumentation for OracleDB. Myself and Sharad maintain the driver for node-oracledb driver which allows applications to connect to Oracle Database. PR is raised for the same.
