Part of #1155/#1288. Final cumulative Beta.2 checkpoint; continuous cleanup starts in earlier replacements.

No third framework or speculative architecture. Split packages only if dependency boundaries require it. No issue closes without owned evidence; unfinished acceptance stays open. On admitted completion, next stage is public 1.0.0-alpha.1, not automatic stable or beta.2.4. Publication requires standing GO.

Governing plan (2026-09-08)

Maintainer-approved: ADR-0152, docs/current/VERSION_PLAN.md and #1341. Execution: https://github.com/orgs/open-element/projects/3. Acceptance checkpoints replace the three-day schedule. No automatic beta.2.4. Native/Lit are formal Framework Mode targets, not already-shipped support. Existing release records/versions remain unchanged; no closure without final-SHA evidence. examples/** stays frozen.

Accepted upstream-contribution priority — 2026-09-08

Beta.2.3 closes qualified WTR/mock/fixture/runner consolidation (#1333/#1332), generic-tool reductions (#1156/#1330/#1331), and duplicate truth removal (#1327/#1334). Measure deletion/new glue and preserve behavior, but do not rank success by line count, tool count or upstream merged-PR count.

Use docs/architecture/infrastructure-reduction.md and VERSION_PLAN as scope. Prepare useful generic fixes for contribution through normal authorization; no invented bugs, cosmetic PR quota, or upstream-response release dependency. No migration is completed by this update.

Approved executable maturation — 2026-09-09

  • Remove only qualified fake-DOM/fixture/tool/task/runner duplicates; retain valid behavior regressions.
  • Verify independent artifacts, failure behavior and support matrices.
  • Hand off explicit Oxc/TS7/platform adopt/defer/reject decisions and unresolved work to Alpha. Do not close [B2] Replace generic self-built governance checks with mature OSS #1156 merely because its Beta slice is complete.

Scope: docs/architecture/alpha-maturation.md and VERSION_PLAN (planning PR #1342). Upstream contribution potential can justify bounded extra integration cost; no invented defects, PR quota or upstream-response release dependency. This update changes planned work, not implementation status.
