Aligning IDS elements in CoST website and OC4IDS documentation

Comparing the latest IDS elements to the mapping documentation, the following changes are seen:

• Project Level (Proactive) - Identification

  • Project reference number - Not present in the documentation. Add mapping to project id OR identifiers array
  • Sector and subsector are merged to one element

• Process level (Proactive)- Procurement (called Tender Management in IDS)

  • Contract start date and contract period (duration) are split into 2 elements
  • Contract status (current) in IDS is listed as Contract status in documentation

• Project completion

  • '36. Completion cost (projected)' in IDS vs Project completion cost in documentation (related to CoST IDS mapping: Clarify mapping for completion elements #352?)
  • '37. Completion date (projected)' vs Completion date

There are also slight differences in titles, such as in "Contract administrative entity" vs. "Contract administration entity"
