the minitems constraint is in the wrong place:

        "enum": {
          "type": "array",
          "items": {
            "type": "object",
            "additionalProperties": {
              "type": "number"
            },
            "minitems": 1
          }
        },

Should be:

        "enum": {
          "type": "array",
          "items": {
            "type": "object",
            "additionalProperties": {
              "type": "number"
            }
          },
          "minitems": 1
        },
