Missing items in guides

An issue to represent all items missing/should be in the guides of the Handbook.

Core Datasets Guides:

• Missing explanation in Packaging Up Data about how to generate a .JSON file and what to look at. Details are in the frictionless data guides and we can forward contributors there;
• Missing details about Makefile and how to work with make command to generate updated datasets;
• Quality assurance section may require a better and detailed explanation of how to use Python to overlook all unwanted characters like *, ., \, (, ), [, ], ....
