Redistributing the app

Do we create a google account for artoria so they can distribute it via them or do we host the apk somewhere?

I was thinking of placing QR codes around the belfort with a link to wherever the app is hosted.

Uplading an app to the play store also costs $25 [For creating an account] who will carry the cost?
