OpenXRTest project requires AWSCore

Describe the bug
When any build occurs in point-release/24092, the job fails during the project registration stage with the message:

Additional context
This seems to only occur in point-release/24092 and is resolved in development. Maybe it needs a cherry pick from o3de/o3de#18635?
