Request for file input components

Description

Reaching out to request the inclusion of a separate file input components, specifically for upload and drag-and-drop functionality, in the Nuxt UI library. I know we can already use the file type with <UInput type='file'> but having one component designated specifically to upload and drag and drop would be a plus. Incorporating it would not only greatly benefit the user like me who needs to deal with input file frequently but also the wider Nuxt community and its ecosystem.

This could be an interesting one to implement after v3.0 (#1289) is implemented, although even radix-vue (if I'm not mistaken) doesn't have one yet.
