[Discussion] Should SKILL.md include full MCP tool definitions for task-specific SOPs?

In an enterprise setting, an Agent may need specialized SOPs in skill.md for tasks like booking taxis or flights. These SOPs require calling non-general MCP tools (e.g., searchFlights, orderFlightTicket, contactAirline) that don’t need to be exposed globally at initialization. Would it be better to include the full tool definitions in skill.md instead?

Also, I haven’t seen any reference skill.md examples yet—only an allowed-tools field that lists some general tool names, such as write and read.
