Bump shelljs and standard

Removes [shelljs](https://github.com/shelljs/shelljs). It's no longer used after updating ancestor dependency [standard](https://github.com/standard/standard). These dependencies need to be updated together.

Updates `standard` from 10.0.3 to 17.0.0
