Bump lodash and tap

Removes [lodash](https://github.com/lodash/lodash). It's no longer used after updating ancestor dependency [tap](https://github.com/tapjs/node-tap). These dependencies need to be updated together.


Removes `lodash`

Updates `tap` from 1.4.1 to 16.3.2
