Quality pressure domes cannot be used to replace existing domes

Describe the bug
Quality pressure domes cannot be placed atop replace existing domes. This makes upgrading domes tedious, as they must first be emptied of any and all existing buildings, then deconstructed and replaced with the new dome.

To Reproduce
Steps to reproduce the behavior from a new save:

1. Start a new save with Maraxsis installed.
2. Place a pressure dome on Maraxis.
3. Attempt to place another dome of a different quality on top of the existing dome.
4. Get the message "pressure dome is in the way" and see that a ghost of the new dome is placed, instead of properly placing the new dome.

Expected behavior
The new dome should replace the old dome.

I ran into this today. I cannot easily upgrade the dome without mass removing everything, removing the dome, and recreating it again.

Yeah same here. Best workaround: Make blueprint of everything. Remove everything. Build a better one. Plant Blueprint
