conflict with "everything on navis"

Factorio 2.0.76
Factorissimo 3.11.19

Describe the bug
when attempting to place gives error, can't continue till I deactivate either mod

To Reproduce
Steps to reproduce the behavior from a new save:

1. Start a new save with Factorissimo 3 and everything on navis installed.
2. attempt to place a factory building.
3. See error

Expected behavior
building to be placed.

tried opening editr and ignoring surface restrictions, but didn't help
