Mousewheel has wobble behavior

Bug description

Mousewheel module has a different behavior across different browsers. It happened when we use laptop touchpad to scroll horizontally even just by a little or long scroll, the slide will start wobble back and forth or skip a couple of slides instead of just one. Please see the recording attached

The versions of OS and browser that we have tested and found the same problem so far

Expected Behavior

When use touchpad scroll the slide should change only once

Actual Behavior

When use touchpad scroll the slide change to prev or next back and forth or skip a couple of slides

I have the same problem. If I reduce the sensivity slides 3 or 4 times.
