[BUG] Bar effect background opacity also affect panel background opacity

Bug description

When setting Bar background opacity it's also changing every panel background opacity.

Steps to reproduce

1. Open noctalia settings
2. Go to bar settings
3. Under effects set bacground opacity to 0
4. Click any attached panel in the bar

Expected behavior

Bar tranparency should not affect any panel background.

Actual behavior

It show transparent panel background when bar tranparency is 0

It show proper background when bar tranparency 1

Keeping the docked panel at the same transparency as the bar will look more harmonious. This shouldn't be a bug—if you switch the panel to floating mode, it will allow its own settings

I understand it's a feature not a bug, to make bar transparent I have to go every bar panel settings and make that floating. I could have at least 10-20 bar widget.

Perhaps we could open a new issue to request a quick setting that makes all bars floating/docked.
