Add timeout for network operations #78

A recent run ran for 6h and should've failed way earlier.

Limit each network request to a few seconds/minutes.
Also add more debug to make it more explicit where the request is failing.

Simpler solution would be to use: https://docs.github.com/en/actions/using-workflows/workflow-syntax-for-github-actions#jobsjob_idstepstimeout-minutes
