Initialize GCP Workstations

Milestone to setup Google cloud workstations to support NOAA Fisheries workflows.

Initial (free!) testbed can be piloted through the Fisheries Cloud Compute Accelerator which has set up a number of pre-configured workstation templates. None of these are equipped with GPUs, so we will be limited to proof-of-concept aspects of Google cloud workstations that do not need this feature until the Optics SI cloud project is set up and team members are given permissions to design workstation configurations.

• Define necessary hardware stack for workstations for various fisheries workflows
  • Engage stakeholders to document hardware needs
  • Automate hardware stack declaration in Terraform
• Define necessary software stack for various fisheries workflows
  • Engage stakeholders to document software needs
  • Automate software stack declaration by creating custom container images using Dockerfiles.
• Engage stakeholders to design test procedures for manual testing of workflows defined above.
• Setup workstations in GCP
  • Document workflow to stand up a workstation for each of the workflows defined above
  • Automate workflow to stand up a workstation for each of the workflows defined above
  • Set up IAM permissions so that stakeholders at each science center can easily spin up arbitrary numbers of workstations for their given workflows and assign those workstations to affiliates
• Connect workstations to data buckets, GLOBUS and other data sources
• Perform usability tests with users and gather feedback
• Onboard someone besides Scott to be co-responsible for maintenance of these resources
