Integrate operator certification into release process #3913
Description
In my release pipeline
I want the UBI based images to be published to the RedHat portal
So that new NGF UBI are certified on release
and
I want the PR updating the bundle to be created automatically when the release pipeline is ran
So that the Operator is available in OperatorHub with minimal manual effort
Acceptance Criteria:
- Container and operator container certification submissions are automated using the preflight tool
- Workflow to automatically open a pr in the https://github.com/redhat-openshift-ecosystem/certified-operators repo to update our latest operator version is created
Dev Notes:
#4035 added preflight testing to the pipeline already, so we just need to add the auto publishing part for the preflight part
