P4movetocl prevents writes to the moved file

After using P4edit on the file, the file is placed in the Default changelist. After using P4movetocl to move to a different changelist, Vim no longer allows writes to the file. Error display: E142: File not written: Writing is disabled by 'write' option. Workaround is to use ':set write' on the file.

I've also verified that using P4movetocl on a file that hasn't been checked out exhibits the same behavior.
