Neon.YugaByte unit tests are failing randomly

After completing the .NET 8.0 upgrade, we're seeing the unit tests fail randomly. The Test_RestartAlways tests work but the Test_UseDataSet tests fail randomly. Looks like the DB connections cannot be reestablished.
