I have just noticed that all tags created by me for files and images can be seen by every other user in the instance. Of course you can't see which files have been tagged with them, but it's still strange behavior. If every user wildly creates their own tags that everyone can see, it becomes a complete mess.

It would be useful to be able to choose between private (only for the user) and public (for everyone in the instance) when creating the tags.

The way this is currently possible, it is not a good solution and could also be a data protection issue in some environments.

I also noticed that tags that a user creates can never be deleted again. Even an admin cannot see them in the global settings.
