Replace 'nj_state_seal.png' with an SVG

The current State Seal image (here) is 30px by 30px and, to me, appears fuzzy when displayed in state banners. An SVG already exists which could replace this fuzzy image.

Given that the banner appears at the top of state websites, I think replacing a fuzzy image with a clean SVG will make things look more professional and help give a good first impression.

@sannidhishukla This seems pretty straight forward, just a reference change in Fractal to the Seal image in the Banner component. Let us know if you need any design support.

I'd like to take this one. The SVG from innovation.nj.gov is a clean replacement — I'm swapping the reference in both the Nunjucks template and the Storybook component, adding explicit 30x30 sizing in CSS (the PNG's intrinsic size was doing this implicitly), and fixing the alt text in the Nunjucks template from 'NJ flag' to 'New Jersey State Seal' to match Storybook.
