Best way to automate things?

I read a lot about to automate things in netbox. But I am not shure what is the best way and tools for that.

First we want to import the baseline
Second we want to see if something changed
Third we think about to deploy some configs

For import I saw slurp it. But it is limited to 10 devices for free. Is there a another tool for that or is this the best one for this job?
