1. Каналы общения
   Кроме issues, есть ли какие-то другие каналы (чаты/форумы), где обсуждают актуальные наблюдения и измерения? Есть ощущение, что в issues попадает не всё, а часть уходит в другие места.

2. Текущая ситуация в РФ
   На мобильных сетях местами включается whitelist по назначениям, поэтому выбор VPN/протокола сам по себе ничего не меняет. В таком сценарии проблема не в “подобрать протокол”, а в доступности самих destination’ов. Правильно ли я это понимаю?

3. Что уже изучено про ТСПУ
   Интересует, есть ли у сообщества накопленные публичные наблюдения про слабые места/границы применимости текущих режимов ТСПУ (то есть случаи, где политика фильтрации работает непоследовательно или даёт “окна” из-за настроек/ошибок/разной конфигурации у операторов).

There's a larger forum in the Russian language at https://ntc.party/ that has participation from many people with experience in Russia. There is a subforum for Russia. I believe that the NTC forum can only be accessed over IPv6 (or using Tor Browser, for example).

I think there are other forums, other people can chime in with that they know.

Yes, in general, if the destination IP address is blocked, then it does not matter what protocol you try to use. The blocking is in a different layer that does not even care about the protocol. Such cases require a proxy, an unblocked destination that can forward your traffic to the intended destination.
