Python 3.9 will be End of Life in October 2025 and will no longer receive security updates. We should ensure we have upgraded to a newer version before then. Good targets are 3.10 (default in Ubuntu 22.04) or 3.12 (default in Ubuntu 24.04).

  • Identify target Python version.
  • Update CI for coldfront-plugin-cloud and coldfront-plugin-api to target version.
  • Update Dockerfile base to target Python version.

@morantara The review for this issue has been delayed for some time. They have recently been reviewed, and this issue should close up soon.
