MAINT: cleanup internal IRSA bucket usage

• Spitzer COSMOS Images for the forced photometry notebook (see ENH: forced_photometry to use SEIP via IRSA SIA #121); change to use SEIP from the cloud, or use COSMOS from on-prem
• ZTF data usage for the light curve notebooks https://github.com/nasa-fornax/fornax-demo-notebooks/blob/main/light_curves/code_src/ztf_functions.py#L17. This cannot be switched until we actually have a public S3 bucket for ZTF data (preferably in ODR).
• unWISE data usage for the light curve notebook https://github.com/nasa-fornax/fornax-demo-notebooks/blob/main/light_curves/code_src/wise_functions.py#L104 (Change unWISE bucket to nasa-irsa-wise #330)
