Run tests on more Windows versions

We currently only run TLS tests on Windows Server 2019. It would be useful to run them on other Windows versions as well, such as:

• Windows Server 2012 R2
• Windows Server 2016
• Windows Server 2022
• Windows Server 20h2
• ReactOS (if we can find a way to run it on Cirrus)
