config to json library

need to write a fully functional library that will allow the two config files to be converted into a json, that can later be used to create new configuration files from.

@p3p provided me a new version that runs on python3 (the original was written for python2. testing it out today.

have started progress on migrating the json files to match the output of this code. all of version 0.4 will be about this change. have moved settings and example config to a separate json file now (default user/settings.json). this will keep the program settings separated from the config files json.

Used the script to convert my existing config into the new format. Added the old format to the end of it. Working on the code now to parse it ... then will start working on the offsets.

@p3p thanks for all the amazing effort on this.
next step is to convert to importable module.

I'll have to review the python work so far and see what may be applied to the javascript node module. The structures I developed for the config data were ideal for the HTML-form-based-configurator at that time, so it would be good to have a look at another approach. Of course, it's parsing those #if lines that is the main target of current work….
