This adds Ouroboros to the AI Agents section. It runs on the user's machine, is MIT licensed and actively maintained, and can use a local GGUF model without a cloud API. The entry links to the primary source and keeps the description under 100 characters. I also sorted the existing Frameworks entries to satisfy the section-order rule. Disclosure: I maintain the project.
