Update the routing to the proper support channel for the Enterprise banner

We should update the routing mechanism of the banner to route users to the appropriate channels based on the Product Support Config

• If AAQ config is enabled then it links to the AAQ
• If ZD config is enabled then it links to ZD form
• If Hybrid flow is enabled, it links to either ZD or AAQ depending on what's the default support channel and if there's an option enabled for a specific group.

I can confirm that this is fixed in stage.

The Firefox for enterprise banner is redirecting the user to the appropriate support channel configuration.
