`governance-voting` check selection

Summary

mtma CLIs should include the ability to select the governance-voting check as expressed in the README.md

• mtma migration migrator check select --governance-voting
• mtma checked-migration migrate select --check-governance-voting

Please implement this selection behavior for all relevant CLIs--using a maximally compositional approach.

Use #121 . Refer to #122 .

This requires #121, but also wait for me to complete #122 first so there is an example.

Tip

This should be a north star. In the meantime, continue to chuck CLI behavior you want to also make use of outside of tokio::test--for example that you yourself would like to run or have me run against full network state--in -dev CLIs in whatever manner is easiest to implement and review.

#131, #132, and #133 is the beginning of the list of such --select CLI commands. I still feel we need a more complete explanation and justification of those e2e criteria--particularly concerning the framework and governance. What we are omitting and what we are including should be something we know how to argue for clearly.
