rewrite the version redirect middleware

Currently the versions redirect middleware are making a lookup for the emojis.lock file on mojisdev/emojidata which is going to be removed in the newer releases of the mojis cli.

So this will break in the future, so it would be cool if we could maybe save it inside a KV Store, to get faster lookups.

This is probably something we could use mojistow to, since it also pushes the emoji data to the R2 Bucket that the API uses.
