support configuration of an already installed MCP server

**Is your feature request related to a problem? Please describe.**
We have a local MCP sever that must be in sync with other programs.  It would be nice for the other program to do the actual installation, and for the MCPB to handle just the changed to configuration.

**Describe alternatives you've considered**
Until this is available out installer will try to edit configuration manually.
