We can now easily remove Landfill and charges only useful when you want to remove sand islands.

The problem is that deconstructing landfill should be locked behind a tech. Otherwise players would want to deconstruct every landfill which is not used and we fear that this might "optimize the fun out of the game".
The problem with locking the deconstruction behind a tech is that we would need to replace every existing landfill with a deconstructable counterpart because that is a property which cannot be changed during runtime. Runtime scripting should be avoided and will cause severe lag when changing a huge save.
