Visual Fixes - About/Help Pages

Description:

Making some requests to adjust certain aspects of the help and about pages. Most of these will focus on type, some will be on the sidebar navigation.

Acceptance Criteria:

• Bold certain keywords on "How to Search" (Examples, On/After/Before/Date Range)
• Bold certain keywords on "Using the Image Viewer" (Zoom In/Out, all those button headings) (Download Options)
• Active sidebar link (the one selected in a blue box) should be #126DC1
• Active sidebar link spacing on sides of button 16px, active link height 40px
• Add spacing between header blue bar and white background for the main content. Similar to how it's treated at the bottom.

@Treevore - Not sure if the effect I got with "Active sidebar link spacing on sides of button 16px, active link height 40px" is what you want?

Also, I think the help and about pages would look better if the page title lined up with the top of the help title -- what do you think?
