Generate persistent handles for pages and issues

Description:

As a user, I need to be able to use a persistent handle to reliably cite pages and issues from the newspaper so that myself and others reading my work may refer back to the source.

Persistence is only as good as our data :(

Solution will need to ensure application is minting handles on ingest, generate and display link to a persistent handle for pages in fishrappr application, generate and display link to a persistent handle for issues in fishrappr application

Acceptance Criteria:

• investigate options for generating a handle or URL
